1 - Download phpBB3 and language pack (Links at the end)
2 - When the phpBB3 has finish downloading, extract the folder phpBB3 to your desktop and rename to 'forum'.
3 - Open the language pack archive and extract the files to your 'forum' folder.
4 - Visit 000Webhost and register for free hosting. (Link at the end).
5 - Confirm the email from 000Webhost and create a new site.
6 - Get the ftp credentials and download FileZila portable. (Link at the end).
7 - Extract FileZilla to a folder and execute.
8 - Enter the credentials.
FTP: files.000webhost.com
Username: the one you setup when created the site.
password: the one you setup when created the site.
9 - Upload the folder 'forum' to 'public_html' by ftp. (May take time to copy the files)

Forum Installation:
1 - Visit https://yoursite.000webhostapp.com/forum/
2 - Click on Install and Install.
3 - Enter admin username and password.
4 - Leave the window open follow the rest of the instructions.
4 - Visit your cpanel at https://www.000webhost.com/cpanel-login?from=panel
And enter your 000Webhost info (Not the site info)
5 - Click on Manage site and on Tools > Database Manager
6 - Click on 'New Database'
4 - Enter database info. (Be sure to select sqlite3 database)
5 - Copy the database info to phpbb3 install.
6 - Complete the rest of the instructions.
